The Seacoast Landing retail and commercial project in Newington, N.H., could include a medical facility of 75,000 to 100,000 square feet, developer Jay Bisognano told the Portsmouth Economic Development Commission on September 2, according to NH Business Review.

Bisognano, chief executive of Torrington Properties, said nondisclosure agreements barred him from naming the medical tenant or a second large retailer in talks for the site. Costco, the first tenant to be identified publicly, expects to open by Thanksgiving 2027. Chick-fil-A already operates at the location.

Torrington owns the former Mall at Fox Run and adjacent parcels, an 82-acre site between the Spaulding Turnpike and Woodbury Avenue. Demolition of the mall buildings is about half complete. Bisognano said full buildout would take about three years at a cost of roughly $400 million. "We're making a huge bet, but we're comfortable doing so because we think it'll be successful," he said.

Plans call for three anchor stores, pads for six retail or commercial tenants, a medical building and six more retail and office buildings, plus a possible hotel. The project does not include housing, which Bisognano said Newington officials oppose.

In May 2026, Newington voters approved the town's first tax increment financing district, expected to generate more than $9 million over nine years to cover 85% of infrastructure costs, including a new road, Seacoast Boulevard.
