PAM Health Courts UConn Stake In $33M Waterbury Rehab Hospital

The Pennsylvania company says it is again in talks with Waterbury Hospital, now UConn-owned, as its 32-bed rehab facility prepares to open in November 2026.

PAM Health is in discussions to restart a partnership with UConn Health's Waterbury Hospital roughly a month before the Pennsylvania company opens a $33 million inpatient rehabilitation hospital in Waterbury, the Hartford Business Journal reported on October 7.

CEO Anthony F. Misitano said the talks could give Waterbury Hospital an ownership stake in the new rehab facility, or lead to shared services without an equity deal. The two sides originally filed a joint application in late 2021, with PAM holding 70% and Waterbury Hospital's parent the rest. Waterbury Hospital pulled out in early 2024 as then-owner Prospect Medical Holdings struggled financially and sought to sell its Connecticut hospitals to Yale New Haven Health. State regulators cleared PAM to proceed alone in July 2024.

The hospital, PAM's first in Connecticut, is scheduled to admit patients in the second week of November 2026. Regulators authorized 34 beds; the building can hold at least 42, and Misitano said PAM can seek approval for the rest after three months at 80% occupancy.

Local CEO Paula Carlisle said staffing will begin at 50 to 60 full-time employees. Mayor Paul Pernerewski Jr. said the project will eventually support about 200 health care jobs.
